3 cup 750mL rotini (or other spiral) pasta (about 8oz, 225g)
10 cup 2.5L boiling water
1 1/4 tsp 6mL salt
1 1/2 cup 375mL homogenized milk
2 tbsp 30mL all-purpose flour
2 tsp 10mL cooking oil
2 garlic cloves, minced ( or 1/2tsp, 2mL, powder)
2 cup 500mL frozen California vegetable mix, thawed and large pieces halved
1/4 cup 60mL sliced green onion
1/2 tsp 2mL pepper
2 tbsp 30mL grated Parmesan cheese
6 oz 170g Cherry tomatoes, halved
1 tbsp 15mL chopped fresh basil
1 tbsp 15mL grated Parmesan cheese
